The woman recording the video did it to protect herself from the police. Did you understand that? She was concerned about how her behavior would be assessed by law enforcement when they arrived to the scene. The woman being recorded physically attacked the video-weilding woman, completely not okay in any world. I believe the woman being video recorded didn't have any sort of 'nervous breakdown' but instead had a tantrum, like a small child when called out for behaving badly.
